Gary serves as a lecturer in CSUMB’s Instructional Science and Technology M.S. program. In addition to that role, Gary serves as training program manager and instructional designer in the Federal government. He focuses his work on the application of evidence-based learning science to modernize training and education programs.

Since retiring from the Army in 2005, he has held diverse public and private sector instructional design and learning program management positions including: Associate Director, Homeland Security Acquisition Institute; Director, Records Management Training at the National Archives and Records Administration; and the Chief, Learning Innovations and Initiatives, U.S. Army Training and Doctrine Command.

He volunteers on international curriculum and faculty development projects with the Partnership for Peace Consortium and serves on the advisory board for the University of Southern California’s Master of Education in Learning Design and Technology. Gary earned a Ph.D. in Education from Capella University, a M.S. in Education from Old Dominion University, and a B.S. in Management from the University of Maryland University College. His research interests include the measurement of instructional design expertise.
