About us

The Reading Center supports literacy development through assessment, personalized instruction, educator preparation, research and partnerships with schools and community organizations.

Supporting readers, educators and our community

The Reading Center is part of the Department of Education and Leadership at Cal State Monterey Bay. The center brings together reading assessment, personalized instruction, research and professional development to support literacy development.

As a training site for students preparing to become educators, the Reading Center provides opportunities to connect coursework with meaningful, hands-on experience. Students develop their skills while helping meet literacy needs in the surrounding community.

The center also works with local schools and community-based organizations to strengthen ongoing literacy efforts. Through diagnostic and tutorial services, training and consultation, the Reading Center helps individuals and organizations build knowledge, confidence and stronger approaches to reading.

Meet the Reading Center team

Meet the Cal State Monterey Bay faculty and staff who support the Reading Center’s work in literacy education, educator preparation and community engagement.

Scott Ross joined Cal State Monterey Bay in 2020 and serves as director of the Reading Center. He teaches courses in special education and school psychology and oversees the university’s Applied Behavior Analysis credentialing program.

Ross has extensive experience developing multi-tiered systems of support and leading systems-change initiatives in education. Before joining Cal State Monterey Bay, he directed the Office of Learning Supports at the Colorado Department of Education, where he supported statewide implementation of multi-tiered systems of support, response to intervention, positive behavioral interventions and supports, and bullying prevention.

Previously, Ross served on the faculty at Utah State University and worked with statewide and regional initiatives supporting effective behavioral and instructional systems. He began his career as a special educator working with students with significant behavioral needs.

Ross is also a nationally and internationally recognized expert in bullying prevention. His research and professional work have focused on positive behavior support, school climate, systems change and improving student outcomes. He developed the Bullying Prevention in Positive Behavior Support curriculum, which has been implemented in schools across the United States and internationally.

His work has helped secure more than $15 million in grant funding to improve student outcomes. He has also served in leadership roles with organizations focused on positive behavior support and bullying prevention.

Irene Moulton supports the Reading Center as its administrative services coordinator. She joined the center after two years with University Advancement at Cal State Monterey Bay.

Before joining the university, Moulton spent 10 years with Pebble Beach Resorts in food and beverage administration. She earned Bachelor of Arts degrees in human resource management and business administration management from American InterContinental University.

A native of the Monterey Peninsula, Moulton has deep roots in the region and remains active in the local community.
