Risk Management
Risk Management is the process of identifying conditions that can cause injury or loss of assets. The most common form of risk management is insurance.
The Risk Management program shall provide assistance to campus entities in identification and examination of risks, selection of risk control and risk financing techniques, evaluation of the results, and improvement of risk management.
Guidelines to Request Alcohol Service at CSUMB
- Review the CSUMB Campus Alcohol Policy for complete requirements and policy directions.
- Contact the campus dining contractor (Otter Kitchens Catering) to start the service ordering process for any service of alcohol.
- Book your event and space following the University Affairs, Conferences and Event Services instructions and submit the online form through 25Live.
- Fill out (Adobe-signed) and submit the Alcohol Approval Form at least ten (10) days prior to the event date.
Safety Requirements per CSUMB Alcohol Policy
- Review the CSUMB Campus Alcohol Policy for complete requirements and policy directions.
- Alcoholic beverages will be permitted only in conjunction with food service, and will not be permitted before 4 p.m. on weekdays during academic terms.
- ServeSafe Certified dining staff shall check valid government-issued picture identification to ensure that no guest under 21 years of age is offered or served alcohol.
- Only beer and/or wine can be served or sold in accordance with applicable campus regulations, policies of the Trustees of the California State University, or applicable State laws. The service or sale of distilled spirits and/or malted liquor is not permitted.
- Non-alcoholic beverages must be as readily available as the alcoholic beverages being served; and, where practical, alcoholic and non-alcoholic beverages must be served in the same manner.
- Participants will not be allowed to bring alcoholic beverages to any event, and/or exit an event in possession of open alcoholic beverage containers.
- When alcohol is to be served as part of a University Event of a Recognized Group (whether on or off campus), such group is responsible for ensuring that all provisions of this policy and all applicable state laws are enforced.
This policy establishes regulations regarding all domestic, feral, wild, and service animals other than those related to instructional and/or research activities. The areas affected by this policy are limited to the grounds and buildings located on the Main Campus. Animal control in the Frederick Park and Schoonover Park housing areas is covered by their respective lease agreements.
The University may provide Certificates of Insurance (COIs), evidence of self-insurance, or endorsements demonstrating coverage or providing additional coverage as required in contracts administered through Contracts and Procurement Services. SRS shall be responsible for the acquisition and distribution of certificates of coverage.
CSUMB Food Policy Statement and FAQs
CSUMB is required to meet the regulations set forth in the California Health and Safety Code which governs the sale and/or service of food to the public. All food sales on-campus must be conducted per this code. Chartwells assists us in remaining compliant and keeping our community members safe.

Catering Exemption Request Guidelines
If Chartwells cannot meet your catering needs, food served on-campus must be approved through the Catering Exemption Request process. If your on-campus event is open to the public and you are serving or selling food not provided by a campus food service, you need to request authorization at least 10 business days in advance for small events and 30 business days in advance for events of 100 people or more.
- This is a one-time request, not a blanket request.
- You must contact Chartwells first, and request catering service prior to submitting your exemption request.
- Do not procure food or beverages for your event prior to receiving approval from Chartwells to do so. Chartwells contract allows them the first right of refusal to outside food and beverage sources, so they are not obligated to approve the items in which you may have already purchased for your event.
Catering Exemption Process
You are required to contact Chartwells first, prior to submitting the Catering Exemption Request (CER) form.
Once you have submitted your CER, the Director of Events and Contracted Services (Corporation) will review the CER in collaboration with the Chartwells. You will receive email notifications by both Chartwells and the Corporation (separately) if they approve or deny their portions.
Note: Your CER has not been fully approved at this time.
If denied, Chartwells and/or the Corporation will have offered alternative recommendations for food/beverages for your event.
If approved, your CER will then be forwarded to Risk Management for review, food service recommendations, and final approval/denial of your CER.
The final email approval/denial will be sent from the Risk Management (risk@csumb.edu) email to: the event submitter, the person organizing the event, MPP/supervisor responsible for the event, Chartwells, and the Corporation.
You will be requested to forward the email approval to those responsible for managing the event space you have reserved if they are not listed on the email approval.

Safety Guidelines for Temporary Sale or Service of Food

For events that include alcohol, review the Campus Alcohol Policy and related form. This process is separate from the Food Safety and Service process. The form must be submitted to risk@csumb.edu.
Releases must be stored for at least three years after an activity ends. Documents signed by a parent or guardian on behalf of a minor must be retained for at least three years after an activity ends or until the minor turns twenty, whichever is longer. Departments or units who sponsor an activity requiring a release should store the release by activity date in alphabetical order by participant name.
Digital copies of signed releases must be available on the day of the event/activity and beyond.

Cinematic Arts Student Filming Projects: Students are required to submit a Certificate of Insurance (COl) - Course-Based Form and a Site and Activities Assessment (SARA) Form.
Training
To help ensure that the behavior of all Authorized Adults providing services to youth reflects this ideal, all Authorized Adults shall complete University-approved child abuse prevention and mandatory reporting training courses annually, in consultation with the Youth Protection Officer in Risk Management. Failure to assign or to satisfactorily complete training will result in termination of the Authorized Adult’s ability to participate in the program/youth activity

- Submit certificate evidence of training completion to your youth program administrator.
Purpose and Scope
The purpose of the CSUMB Youth Protection Policy , guidelines, and our Youth Protection Procedures Manual with support documents is to establish standards and protocols for the safety and protection of youth, to guide staff and volunteer conduct, and facilitate the identification of high risk interactions and program characteristics.
Partnership
The CSU and CSUMB have partnered with Praesidium to conduct a review and risk assessment of CSU Monterey Bay’s youth programs and to collaborate with department stakeholders to assist with the protection of minors.
In addition, Safety, Risk & Sustainability (SRS) has been tasked with the development, facilitation, and the oversight of the Youth Protection Policy with guidance from staff who have received certification in the Praesidium Guardian program and that staff serves as our campus Youth Protection Officer.
