Admissions Policies

Our financial aid eligibility requirements are outlined on this page.

If you've been academically disqualified, you are not eligible to attend CSUMB for a minimum of one academic year. You will be required to reapply for admission and submit a readmissions appeal form to the Office of Admissions. Your readmission and reinstatement will be reviewed with approval based upon your documented good-faith effort to improve academic standing and improve circumstances within your control that directly resulted in your disqualification

Refer to the Cal State Monterey Bay catalog for the most accurate and up-to-date information about state residency. 

These laws governing residency for tuition purposes at the California State University are California Education Code sections 68000-68086, 68120-68133, and 89705-89707.5, and California Code of Regulations, Title 5, Subchapter 5, Article 4, sections 41900- 41915. This material can be viewed by accessing the California State University's website at www.calstate.edu/residency.

If you are selected for FAFSA or DREAM verification, a Missing Information Letter will be sent to you via email from the Financial Aid Office. After all requested documentation has been received, we will review your application and make any necessary corrections. Once verification has been reviewed, we will determine your eligibility for financial aid.

If we are unable to confirm specific data provided, we may request additional information or documentation. Examples of required documentation to include (these documents must be originals or notarized): 

  • Birth certificate
  • Passport
  • Certificate of Naturalization
  • Certificate of Citizenship
  • INS document statement for Verification of Permanent Residency
    • If you are an Eligible Non-Citizen, your alien registration number will be confirmed with the INS to verify your residency.
  • Social security card
  • Driver's license

When your FAFSA is first submitted, CPS verifies the status of any outstanding student loans you have borrowed.

If you have defaulted on any loans, we are required to collect documentation verifying that you have paid off your defaulted loan, or have made necessary arrangements to bring the loans out of default status. 

Please send a copy of your default clearance letter from the holder of your student loan to the financial aid office upon request.

If you are in default and would like to clear the default, follow the instructions on your Student Aid Report (SAR).

Tuition & Fee Waivers

Your financial aid award letter might also include scholarships and other waivers from organizations and private donors. Here is information about some of those awards:

This waiver covers mandatory tuition at CSUMB only and does not include campus fees. If you are eligible for this waiver, you will not be eligible for California State aid.

All Cal Vet Waiver Authorization Letters must be submitted for processing to Veteran_Services@csumb.edu. For more information, contact your local County Veterans Service Office or the CSUMB Student Veteran Services Office at 831-582-5720.

International F-1 degree-seeking students may be eligible for the International Student Non-Resident Fee Waiver. Recipients of this award receive a partial or full waiver for the non-resident fee portion of their tuition. This award ranges from $1,000 to $12,000 and must be applied for every year. 

The primary purpose of the waiver is to recognize international students who display exceptional scholastic achievements and dedication.

Pursuant to the Alan Pattee Scholarship Act, Education Code Section 68120, children of deceased public law enforcement or fire suppression employees, who were California residents and who were killed in the course of law enforcement or fire suppression duties, are not charged mandatory system-wide fees or tuition of any kind at any California State University campus.

California State University Executive Order 611 allows campus presidents or their designees to waive the State University Fee for graduate students who are employed as Teaching Associates (Class Code 2353 or 2354) or Graduate Assistants (Class Code 2355).

Admissions Appeals Process

If you were not offered admission or if your application was withdrawn because you missed a deadline, you may submit an appeal.

Steps to Appeal

  1. Appeal within 15 business days from the date of the admissions decision
  2. Prepare documentation (see table on this page for more details)
  3. Prepare a letter of appeal outlining any extenuating circumstances you wish to have considered; if applicable 
  4. Submit your appeal; access the Appeals From from your CSUMB dashboard
  5. Allow time for processing; this typically takes six weeks
  6. Contact us with questions at admissionsappeals@csumb.edu.

Request to Submit Late Application - First-Year Students

  • Official high school transcript and college transcript (if applicable) issued by the school within the last two weeks.
  • Official enrollment verification of courses enrolled, or grades (if available) for fall and a statement indicating courses that you are enrolled or plan to enroll for spring.
  • Official ACT or SAT Reasoning test scores.

Request to Submit Late Application - Transfer Students

  • Official transcripts sent to Cal State Monterey Bay from all colleges/universities attended. Transcripts must be issued within the last two weeks.
  • Official enrollment verification of courses enrolled, or grades (if available) for fall and a statement indicating courses that you are enrolled or plan to enroll for spring.
  • Official Advanced Placement exam scores and International Baccalaureate transcripts if applicable.
  • Military documents if applicable (DD214, Joint Services Transcript (JST), Community College of the Air Force transcript).

Request to Submit Late Fee

Copy of credit card statement, canceled check front and back or money order receipt that indicates payment to Cal State Monterey Bay was made by the deadline.

Request to Submit Late Materials

Transcripts, documents or scores and a statement indicating why you were unable to submit them by the deadline.

Request to Apply as a Lower Division Transfer Student

  • Official high school transcript issued by the school within the past two weeks,
  • Official ACT or SAT Reasoning test scores,
  • Official transcripts sent to Cal State Monterey Bay from all colleges/universities attended. Transcripts must be issued within the last two weeks.
  • Official enrollment verification of courses enrolled, or grades (if available) for fall and a statement indicating the courses in which you are enrolled or plan to enroll for spring,
  • Official Advanced Placement exam scores and International Baccalaureate transcripts if applicable.
  • Military documents if applicable (DD214, Joint Services Transcript (JST), Community College of the Air Force transcript).

Request to Submit Late Enrollment Certification

Documentation that supports your claim of your inability to submit the online enrollment confirmation deposit by the deadline; see "Request to submit late fee."

Request for Reevaluation of Denied Admission - First Year

  • Official high school transcript and college transcript (if applicable) provided by the school with grades through fall.
  • Official enrollment verification of courses enrolled, or course grades (if available) for spring.
  • Official ACT or SAT Reasoning test scores.

Request for Reevaluation of Denied Admission - Transfer

  • Current official transcripts need to be received by CSUMB from all colleges/universities attended, no later than 15 business days from the date of admissions decision notification.
  • Official enrollment verification of courses enrolled, or course grades (if available) for spring.
  • Official Advanced Placement exam scores and International Baccalaureate transcripts if applicable.
  • Military documents if applicable (DD214, Joint Services Transcript (JST), Community College of the Air Force transcript).

Request for Reevaluation of Denied Admission - Graduate

Complete and submit this form if you are a non-resident applicant wishing to be considered for non-resident tuition exemption.

EFC/SAI Appeal 

Your financial aid for the upcoming 2024-2025 academic year will be based on the 2022 income information provided on your FAFSA. However, if significant circumstances have impacted you and/or your family’s income since submitting your FAFSA, you can petition our office for a Family Contribution Appeal (formerly Income Change Review) to re-evaluate your financial aid.
