Who Can Drive on University Business

  • Cal State Monterey Bay Stateside Employees (must be in active and state funded pay status)
  • Cal State Monterey Bay Stateside Student Assistants (must be in active and state funded pay status)
  • Cal State Monterey Bay Person of Interest/Volunteer appointed by Human Resource Department. 

The campus does not authorize others to drive on CSU business, such as students, or any non-state employees including employees of the Cal State Monterey Bay auxiliary organizations.

Volunteers or Person of Interest such as: clubs, organizations, auxiliaries, corporation staff etc. must have department MPP/Dean/AA approval AND be appointed and approved by the Human Resource Department prior to applying for driver clearance.

Students Self Driving for Field Trips

Students who plan to drive themselves to a field trip are NOT required to: 

  • Fill out the Human Resource Volunteer/Person of Interest (POI) Form
  • Register as a CSUMB university driver
  • Complete the Driver Safety Training

Driving themselves to class or a class-related activity does not constitute university business. 

Qualifications for this exemption are as follows: 

  1. A CSU staff or faculty does not require or direct the student to provide transportation for themselves or other students. 
  2. Student is not being reimbursed for any travel costs.

 1. How to Submit a Driver Clearance Request - Stateside Only

    Driver Required Items: 

  • CSUMB State Employee - Drivers must be a staff, student assistant or an approved volunteer/person of interest (POI) by the Human Resource Department prior to registering for driver clearance. See Volunteer/Person of Interest details below. 
  • CSUMB Email Address of MPP/Dean/Appropriate Administrator - Driver must provide the accurate Cal State Monterey Bay email of the department MPP/Dean or Appropriate Administrator to approve your online registration form.  
  • Current Driver's License - Upload a PDF/JPG attachment of the front side of your current California driver’s license. 
  • Current Out of State Non-Resident Driver's License & Out of State Driving Record - Upload a PDF/JPG attachment of the front side of your drivers license and driver must also provide a driving record from the issuing state. Driving record should include the last 24 months of your driving record or the total licensed period, whichever is less.
  • Training Certificate(s) of Completion - Upload all PDF/JPG required CSU Learn online training certificate(s) of completion. 
  • Minimally, each driver must complete the CSU Learn CSUMB Driver Safety Training Program (2-part course with 1-certificate) which includes the current: Driving Safely/Driving Smarter (part 1) and Distracted Driver 2.0 (part 2)
  • Other certificates may include but (not limited) to: Van Safety, Powered Cart Safety Training and Behind The Wheel etc.
  • Volunteers, Person of Interest (POI) or Non-employee Form (Dept. Initiated) - All persons of interest, volunteers or non-employees such as: clubs, organizations, auxiliaries or non-employees must first be pre-approved by the MPP/Dean/AA of the department authorizing you to drive and Human Resources prior to applying for driver clearance authorization to avoid and delay in the approval process. The department can find the POI form on the HR website. The HR team processes all POI forms.    

2. Online Driver Registration Form 

  1. Register with your CSUMB email by completing the CSUMB Stateside Online Driving Registration Form
  2. Upload the PDF/JPG of the front side of your current driver’s license
  3. Upload PDF or JPG of all CSU Learn online course certificates required to drive for your department (Certificate must display staff name, course name and completion date) to be accepted. 
  4. Work order will auto-route to the department MPP/Dean/AA for review and approval. Approval must be done within 30 days or the form will expire. Please allow a minimum of ten business days for review, verification and processing of your request. 

Drivers will receive an email of confirmation or denial of their driver clearance request. If no email confirmation is received, please contact the department MPP/Dean/AA or reach out to the driving staff for assistance at email: defensivedriving@csumb.edu

3. How To Print/Save/Upload PDF of CSU Learn Online Course Certificates

  1. Complete the required online CSUMB Driver Safety Training Program Course.
  2. Visit CSUMB Dashboard/CSU LEARN/Training Transcript (top left column).
  3. Select under "Activity" the certificate icon on left side of the course name.
  4. Print/Save as a PDF to your desktop and upload certificate of attachment to your online registration portal. 
  5. Driver course certification expires four years from date of completion.

Accidents happen. In the unfortunate event that you are involved in a vehicle accident while driving on university business, the following forms will need to be completed within 48 hours

Basic Details About University Vehicle Insurance:

  • State vehicles have liability insurance to cover damage to another party's auto or personal property.
  • State vehicles do not all have physical damage coverage. The Facilities auto shop will manage repairs to state vehicles if no other insurance applies.
  • If the other party is at fault in the crash, risk management will oversee the claim process against the responsible driver's auto insurance.

The Low Speed Vehicle (LSV) Safety Program guides the purchase, use, and maintenance of all LSVs used on the Cal State Monterey Bay campus. LSVs are considered high-risk vehicles and require specialized training and certification prior to driving.

LSV driving requirements:

  • Driver must be required to drive an LSV specifically  for their job purposes
  • Driver must have access to an approved LSV for use on CSUMB property
  • Driver must complete all standard Driver Safety Program requirements
  • Driver must complete all the CSU Learn Powered Cart Safety Training online and download the certificate of completion (instructionsinstructions)
  • Driver must schedule and complete Behind-the-Wheel training with a certified LSV Trainer from their department
  • The certified LSV Trainer will submit completed training documents on behalf of the trained driver
  • LSV certification must be renewed every four years

Important Expiration Dates

  • Driving Safely, Driving Smarter and Distracted Driver 2.0 - expires
    four years from date driver completes the required online course. Renew
    prior to expiration date by visiting CSU Learn.
  • Online Personal Vehicle STD 261 Form - expires one year from the date
    of the driver and MPP/Dean/AA signature of approval. Renew annually prior to
    expiration date online. Departments and authorized driver agree to maintain
    a current copy of their Form STD 261 on file at all times, should there be a
    need to request a copy.
  • Low Speed Vehicle/Powered Cart Safety Certification - expires four
    years from the date driver completes the required online course. Renew
    online prior to expiration date by visiting CSU Learn.
  • LSV/Behind the Wheel Certification - may expire due to a change in status
    of position or separation of employment with CSUMB.
  • Online DMV Enrollment Program Notification Form 1101 – no renewal
    needed unless change in status of employment, department, position, title,
    location etc.
