Driving Accountability Through Research

The team at the Institute for Community Collaborative Studies (ICCS) brings together experienced researchers, evaluators and project managers dedicated to supporting community well-being through evidence-based insight. With expertise in public health, policy, human services and economic analysis, our staff provides independent evaluations and applied research to assess program effectiveness and advance equity. Widely recognized for their scholarship and leadership, ICCS team members have contributed to national conversations, presented findings across diverse sectors and helped local and regional partners make informed, data-driven decisions.

Respected Scholars, Professionals and Thought Leaders

Dr. Judson has over 30 years of experience providing technical assistance and training for public health agencies and private non-profit organizations; facilitating strategic planning activities; conducting feasibility studies and program and organizational assessments; and designing, implementing and evaluating public health and public policy curriculum at the undergraduate and graduate levels.

As Director of the Institute for Community Collaborative Studies, she has served as senior researcher and team leader for a variety of projects that impact our region. As a Professor, Dr. Judson has created, designed, and taught a wide variety of undergraduate and graduate courses in public health, public policy and public administration.

She has also served in senior administrative roles in public health agencies, non-profit medical organizations and at the university.

Dr. Navarro has conducted evaluation research for more than 15 years. His research has been published in leading journals in the fields of emergency medicine, land and housing economics and child welfare.

Dr. Navarro has served as a senior researcher of the Institute for the Institute since 2009 and participated in various community assessments and program evaluations for local and state agencies and international organizations including the World Bank.

Dr. Navarro is fully bilingual (Spanish and English), and has expertise in economic analysis, research design and advanced statistical techniques. As a Professor, Dr. Navarro teaches and develops undergraduate courses in program planning, evaluation, research methods and policy analysis.

He has also served in senior administrative roles at the university and is currently Chair of the Department of Health, Human Services and Public Policy at CSUMB.

Ms. Liette brings expertise in both research and project management, supporting the full lifecycle of applied research and evaluation projects. Her work includes conducting literature reviews, developing and maintaining data collection systems, training partners, and leading data collection, analysis, and reporting for process and outcome evaluations.

Ms. Liette is highly skilled in writing comprehensive reports and grant applications and delivering presentations to funders, stakeholders and government entities. She is also responsible for managing project budgets, tracking goals and deliverables, monitoring deadlines and coordinating team workflow—ensuring effective task assignment and timely execution across all phases of the project.

Ms. Liette also has seven years of experience serving as Adjunct Faculty in the Department of Health, Human Services and Public Policy at CSUMB, teaching undergraduate public health, human services and public administration courses.
